If the Surfer watershed basins are created based on the Threshold value, which is the number of draining grid cells, won’t the resolution of the grid file affect the number of basins created?

Yes, that is correct. When keeping the Threshold value the same, a much finer grid will create more streams and smaller watershed basins than a coarser grid, because it simply has more grid nodes, and will meet the threshold requirements of what is considered a “stream” more frequently.
