Can MapViewer make a choropleth map?

Absolutely! In MapViewer, a choropleth map is called a hatch map. To create this map type, you will need a boundary file, and a data file with PID and variable columns. Click Map | Create Maps | Hatch to make a choropleth/hatch map.
