Golden Software has a variety of free downloads available for use in MapViewer, including boundary files and base maps. These are available from http://public.goldensoftware.com.s3.amazonaws.com/index.html.
The boundary files available for download include:
City - Point location of cities.
DLG 2000 - USGS Digitial Line Graph files.
DLG 2000 - USGS Digitial Line Graph files.
Samples - GSM (MapViewer Files) that are shipped with MapViewer 8 and DAT files to create the GSM files.
STR Street Files - US 2000 Census TIGER street data in GSI Street File (.STR) format.
US County 2000 - United States county boundaries and data (2000 census).

For use in MapViewer, the best formats for thematic mapping are Atlas Boundary (BNA), ESRI Shapefiles (SHP+DBF), or ESRI ArcInfo Export Format (E00). These formats carry Primary IDs, so you can create a thematic map in MapViewer with them directly. Other formats such as AutoCAD DXF, metafiles, and bitmaps can be used as reference maps, though they would have to be edited if you need to make thematic maps from them.

So, the links at the amazon address above are basically useless, since there are thousands of files and you have to download them one at a time. Is there a place to get them all (or at least the different directories) in a single archive?

What kind of boundary files are you looking for? A lot of the files in the Amazon Cloud come packaged with MapViewer, such as the US State Boundary GSB files. If you let me know what you're looking for, I would be happy to point you in the right direction.
