What does the Layer Formatter do in Didger 5 and why would I need it?

The Layer Formatter allows you to apply the same format to all current and future objects on a particular layer that meet the specified criteria.

For example, you can make all polylines in your active layer, and any polylines you digitize in the future, that have a Secondary ID of "50", blue with a width of 0.02. This way, you don't have to spend extra time remembering and formatting objects in the same class the same way over and over again.
