If your layer in the 2D plot view is a color relief layer, with the Terrain representation set to Hill shaded or Reflectance, these layer types already have lighting properties applied to them. When these layers are viewed in the 3D view, the same lighting settings are used automatically. If you change the lighting in the 3D view using the Lighting tab settings, there will be no effect on the shading in the 3D view.
To use the Lighting tab settings from the 3D view Properties window, set the Terrain representation to Color only for all color relief layers in 2D plot view when using those layers to create a 3D view.
